The Deep-sea diver is what is called a visual poem. The words and form of the poem, or the drawings (like in this case) go together: one makes no sense without the other. In this poem Govoni recreates the waves and the movement of the sea freeing the words from their usual space on the page and inviting us in his fanciful view of the sea.
